How do you replace the brake lights in a Dodge Neon The parking brake light works fine but when you brake it does not get brighter like the other side and when you use turn signals it doesn't blink.?

The bulbs used in this car are dual filament and one filament is broken. The filament that makes the brake light come on is the same one that is used for the turn signal. Simple solution - replace the bulb. The owners manual for the car should have instructions on how to do this as it is usually considered a repair that can be performed by the owner. If you don't have the manual I would suggest checking the internet for instructions or taking a look inside the trunk to see if you can figure out how to access the bulbs. Any auto parts supply will stock the bulb since it is a common problem.
