Insert the tip of a small screwdriver into the indentation in the lens on the passenger side of the dome light and carefully pry the lens open. When the lens has bee removed, you can easiily see the bulb, which is a cylinder with pointed metal end. Use a NON CONDUCTIVE tool to pry one end of the bulb out of its socket. I used a wooden chopstick. Warning: The bulb will pop out of the socket and probably land on the floor under the seat. Push the replacement bulb into place and pop the lens back into position.
Same problem, but didn't replace the dome light. The locks will unlock but not lock.

I have the same problem with my 1999 Toyota Camry. The service person at the dealer said sometimes the connections in the unit go bad and it would need to be replaced. Cost = about $90.
