To replace a headlight on a 2002 Honda Civic first prop the hood open. Locate the headlight housing inside the engine compartment. Find the bulbs and remove them. Install the new bulbs.

You don't. Instead, you replace the entire assembly.
You have to remove the battery, then the frame holding the battery and the fuse box. After that you can remove the cover to access the bulbs. Its an annoying hassle just to replace the bulb.
By removing the locks that hold the headlight assembly in place you can wiggle the headlight assembly out to gain access to the headlight bulbs for replacement.
open the hood and look on the driver's side right by the left headlight.
They should be both tied in together
Check your headlight switch to see if working properly, replace dome light bulb, or check fuse ILLUM in the by the driver side door.
