Buy a new fuel filter, the last one I bought was $35, it is important to use a filter designed to fit your Subaru, as they do provide some measure of fuel pressure regulation. Your new filter will be a black can, roughly 4-5" in diameter and 5" high, on the top of this can are two metal pipes where you be connecting the rubber lines, note the arrow embossed by these pipes on the top, this arrow shows the direction of fuel flow. The old filter is on the left front strut tower (drivers side in N.America) under-hood, the fuel filter is pressurized, so protecting your eyes, with a cold engine, and a rag to soak up the fuel, disconnect the fuel lines, unclip from the bracket, and remove. Replacement is the reverse of removal noting the orientation of the arrow on the top (towards engine). Start-up checking for fuel leaks. Call it "done".
