There should be 2, steel clips, about 8 inches long, and 1 to 2 inches wide, they will slide down into the back of the headlight, pull them out by pulling up on them, the headlamp should come out then

The headlight adjustment for the 1989 F150 2WD is below the actual headlight. You will need to pull the tab at the top of the headlight up to release the headlight and then you can adjust the angle of the light with the long bolt below the housing.

I have the same problem. You can't seem to take it off from the outside. All I was told is that you have to unscrew it from the inside somehow.

The 1999 F150 4.2 does not have a temperature sensor. It uses a cylinder head temperature sensor instead. It is mounted at the rear of the engine on the head.
