The easiest way is to jack and support the right front. Remove the tire, unbolt the inner fender liner, the lower fender for more room, then rotate the inner fender clockwise. You may not have to remove the linner completely, just move it enough to get access. Then remove heater core cover.
You must go under the hood as well as inside to get the heater core removed and replaced. I just did mime.
Best to get the shop manual but basically: Reomove Heater hoses from engine block and drain. Remove glove box. Disconnect cables that connect to heater core. Disconnect heater core from firewall. Disconnect hoses from heater core. Pull heater core from under dash.
unbolts from under the hood on the passenger side firewall and comes out from under the dash to replace.
Pull the top off of the black box on the passenger side of truck under the hood. Remove the two heater hoses. Remove the old heater core. Reverse the process. Top off the radiator with antifreeze and check again after a test drive. Enjoy the heat.

hi,valve is in heater hose on 1964,on pass. side inner wheelwell,midway from firewall to rad cradle,attaches with 3 screws,metal cable from control attaches to it.usually seizes and gets removed or bypassed.i think 1966 is the same.thanks.
A 1966 Grand Prix did not come with a reservoir tank. You can add one though.

To replace the drivers side mirror on a 1966 Impala, remove the screws with a Philips head screwdriver. Remove the mirror , there will 2 5/16" bolts retaining the baseplate.
