1)Insert the key and turn it to the RUN position. Do not start. 2)Insert a 1/8" drill in a hole in the trim shroud below the ignition key. 3)There is a retaining pin in the hole. Push upward and you will depress the retaining pin. 4)As you push on the retaining pin, pull out the ignition key switch from the steering column. 5)When reinstalling, turn the ignition key switch to the RUN position and depress the retaining pin with your finger. 6)Insert the ignition key switch into the steering column. 7) Make sure the ignition key switch is seated and aligned before you turn the key to OFF. This will let the retaining pin extend into the hole. 8)Test to make sure the key goes to all the positions.

The ignition switch is usually mounted to the steering column and is operated by a linkage rod. NOTE On column-mounted ignition switches, don't confuse the switch with the lock cylinder and keys. The ignition switch is not normally visible. On some vehicles, the steering column support has to be removed and the column lowered to find the ignition switch. On others, the switch is accessible under the dash. The ignition switch is operated by the key switch. Courtesy of Ford Motor Company. To replace the switch: * Remove the ignition switch wiring harness. * Unbolt it from its position. * Bolt the new switch into position. * Attach the witing harness.

Well you could ram a flat head into the ignition and turn it to the on position then take steps
The actual problem is the starter continues to turn after key is turned off and pulled out of ignition.
