1) Remove the pitman arm with a puller. Make sure you mark the position of the arm on the shaft in case it can be installed in different positions.

2) Clean out area around the shaft and dig out the "c" ring that holds the seals & metal washer into place.

3) Pull out the washer and seal(s) above the washer

4) If after you get the "c" clip out the washer and seal won't move you can't try the following things.

a) Start the vehicle and pull sharply on the steering wheel (turning it). This will pressurize the box and usually blows the sector shaft seals & washer out. Make sure you have a drain bucket under it as fluid will come out under pressure and go everywhere.

b) If this doesn't work, drill a hole or two in the washer and use a couple of picks to pull it out and then pull the seals.

5) Once you've got the old washer & seal out check the sector shaft for rust pitting to see if it's worth while continuing with seal replacement only.

6) If its a go then lube shaft & surfaces and reinstall the seal(s), washer & "c" clip.

7) Fill the reservoir, start the vehicle and slowly turn the wheel side to side. If the seal doesn't leak install the pitman arm in the CORRECT position on the shaft and tighten it up and you're done (don't forget to top up the reservoir). If it does leak do the job over with another seal kit (you might have damaged seal in installing it) or try doubling the seal if room for it allows (some Nissans have the same issues and I've had luck doing that as a last resort). Other than that, if it still leaks get a used or rebuilt box as the shaft is probably too worn or corroded to be repaired.

In general, repairing a steering gear is not recommended for the casual mechanic. Rebuilt steering gears are available at a reasonable cost. A leaky pitman shaft seal is indicative of internal damage. The seals do not usually fail without something else acting as a catalyst. You'll be far better off if you just replace the steering gear. And while you're at it, check the hydraulic fluid for any contaminants. If anything is floating around in the power steering pump and/or the hoses, it would be a good idea to replace them all since it will just cause the new parts to fail prematurely.
