I am assuming you are talking about the inner tie rod bushings that bolt into the rack and pinion. If so, remove the air cleaner completly, remove the plenum, and anything else that obstructs access to the rack and pinion. There are two bolts that go through the old rubber bushings. Thes bolts screw into two blind holes in the rack. Be careful not to turn the stering wheel while the bolts are out. Also, there is a sleeve that has two holes in it. The large bolts are very difficult to rethread if any of this is moved. When reinstalling the bolts care must be taken not to cross thread the bolts. Take you time. There are washers that are used and a locking tab. Replace all parts in order. Don't forget to bend the locking tabs or the bolts will vibrate out.
It will cost between $300.00 to $500.00 to replace the rack and pinion on a 1996 Chrysler Sebring. This cost includes labor and parts.
I suggest you buy the manual for the car(Chiltons etc.) It's an ignorant job and you're better off to pay someone to do it if you've never done one.
