If someone has cut out and welded in new steel over the air ventsit was done on a one time custom basis and the repair can either be difficult or easy depending on what they did. At the very least you would need a donor junkyard vehicle to cut out new vents to replace yours with. A qualified body shop would be the best bet if you don't do welding and body repair.
Replace the flasher relay if the lights come on but do not flash.
The biggest difference is the 74 has energy absorbing bumpers that the 73 is lacking.

Begin by removing the wiring harness from the back of your 1974 Beetle blower motor. Remove the blower motor retaining bolts. Remove the blower motor fan. Reverse the process to install your new blower motor.

1974 was the first year of energy absorbing Beetle bumpers. You can't use earlier bumpers on 1974s.
