Should be located in a removable housing at the engine end of the upper radiator hose Drain about 1 gallon of coolant from the radiator Remove this housing Make note how thermostat is installed in housing Clean both surfaces Replace thermostat and gasket Re-install housing Re-fill coolant slowly to prevent an air lock Start engine and look for leaks Run engine to normal operating temperature with heater on Re-check coolant level

Unless the housing is damaged, there is no reason to replace it. Just replace the gasket.

follow the top radiator hose to the engine, remove it then remove the thermostat housing, remove the thermostat and replace it
Replacing the thermostat on a 1996 Grand Marquis is not very hard. First, follow the upper radiator hose to find the thermostat. Then disconnect the hose and drain it. After the hose is drained, remove the bolts holing the thermostat housing in place. Take the old thermostat out and replace with a new one.
I would start with checking your thermostat and thermostat housing. See if its regulating. If it is not replace the thermostat.
take out the bolts where the top radiator hose enters the motor,pull out thermostat,clean off gasket material on both sides,install thermostat and new gasket,tighten bolts

Look at your radiator, on one side you will see and hose that goes to your engine about 2"dia. then you will see a alumium housing with 2 bolts securing it, underneath that you will find the thermostat, remove and replace it how you see it.
