First, remove the windshield wipers. Then you can remove the cowel just in front of the windshield. There are a bunch of screws connecting it to the firewall. Once you remove this, close the hood. Now everything is easily accessible and the rest is intuitive.
Replace everything by using the opposite procedure.

The 1993 Pontiac Transport windshield wiper control module is located on the firewall in the engine compartment. The windshield wiper control module will be on the passenger side of the firewall.
They are both located under the plastic wiper cowl in the area between the hood and windshield. Remove the wipers (if you aren't sure how to do that you pull the tabs about 3/4 of the way out) then you remove the screws in the wiper cowl. Once it is removed you should see both the wiper motor and control bar.
The most common cause that windshield wipers stop working is a blown fuse. The windshield wiper motor may need to be changed is also common.
