I Own a 2002 Grand Am SE1 and I simply went to Advanced Auto Parts. They will let you borrow a diagnostic handheld tool that you will connect to a connector under the drivers side dash. Then bring the tool back inside. They will get a printout with the diagnosis. They will tell you how the tool works. It's easy.

there is no "diagnostic mode" check ALL the fuses xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx If you are referring to the diagnostic connecter being accessed and the light does not come on then you need to check and replace the bulb. If it was a fuse, which would be the ECM, the car would not even run.

i have a 98' Pontiac grand prix gtp. i got the 2 serpentine belts replaced for $200.

yes you run into trouble with 22s
Why does my 2000 Pontiac Grand Am, with a 2.4L engine, run rough at idle but runs normally when placed in neutral? I changed the plugs and air filter, but the problem continues.
Is it running continually or just for a couple of minutes at start up? If you have the A/C on then at least one of the fans will run while it is on. If your A/C is on while it's doing this try shutting it off and see if it continues to do it.
I've had the same problem with my car not starting after its ran out of gas. I've found that with my 01 Pontiac Grand Am that I have to have at least 4 gallons of gas in my car for it to start after its ran out of gas.
"A diagostic" is a loose term for troubleshooting. It clearly depends on the trouble your having as to how you trouble shoot.
First off it is illegal to run a vehicle that came from the factory with the converter removed. Secondly it will nor run good at all.
What did unhook or break while you were under the hood ?
