When you park it on a hill- use the Parking brake or turn wheels into curb and park vehicle against it.
Another way I have found, but it takes two people. The one in the driver's seat gently shifts the transmission. The second person will need to either be in front or in back of the car rocking it forward and back. This works well, but be careful.
There is a cable from the shifter to the transmission. On mine, the black covering came off and allowed the cable to fray. I changed the cable and now the car easly shifts from park to any other gear. Total cost, about $400 including the cable.

Could be that your fuel pump is losing pressure having to pump the fuel uphill.
turn your wheel to the curb and pull your hand brake on and leave it in gear
Turn wheels to edge of road. If car starts to roll backward down hill, it will back off of the road.
