Use a 3/8" drive ratchet and insert it into the square 3/8" slot on the tension wheel and turn appropriately.

there is a bolt in the center that is a 15mm that you will have two take out two change the belt tensioner and there is a pin that has two line back up on the block when you change it so that it seats right for the right tension .
remove belt via tensioner, four bolts on pulley, five on pump, clean and reverse
When the tensioner pulley is frozen and u need to change the belt the only possible thing you can do is cut the old belt and replace the belt tensioner pulley, theres no other possible method.
You have to remove the engine mount on the left side of the motor, loosen the tensioner with a 3/8 ratchet, and slip the belt out
Loosen the tensioner pulley. Put the belt around the alternator pulley and the tensioner pulley. Move the tensioner pulley to the right until the belt is tight. Tighten the tensioner pulley.
Pull on the belt and you can see how the tensioner moves. Put a wrench on the bolt.
this should be spring loaded self adjusting if not tensioner is bad.
