That requires an engine SCANNER to do that.
It has both, The crank sensor is on the timing cover passenger side behind the balancer. The cam sensor is the distributor, Inside of it.

Put the crank shaft at TDC. There is a dot on one of the crank gear teeth. It should be pointing toward the cam gear. Put the cam gear on without the chain. Turn the cam until the hole in the cam gear is pointing toward the crank. In other words, the hole in the cam gear and the dot on the crank gear should be in line. Then simply remove cam gear and apply the chain. The computer does the fine timing. Nothing to adjust.
sounds like the cam sensor or crank sensor or both are faulty, probably the cam sensor located on the distributor, under the cap

Crank gear dot should point stright up / 12o clock with #1 pistion at TDC.all the way up at the top of #1 cylinder.The cam gear dot should point stright down At 6o clock. That will make both dots stright over top of each other. Then the crank and cam will be in time.
The cam gear is on top/ and the crank gear is on top. Both at 12:00.

You must have the crank sensor reprogram or relearned by the ECM. This must be done by your dealer with a tech2 or a shop with a high end scanner like a snap-on.
you need to hook up a good scan tool that will have the cam/crank feature.
Double check that all sensors are hooked up. Check for spark at the plugs. Check for fuel pressure. If you are working on a Chrysler product you need to make sure both engines are from the same year. There is a difference in the what the crank and cam senors read. (the tone wheels on the cam and crankshafts)
