This is a tough one, and I would imagine there will be a number of opinions. However, good friends are hard to come by. Why would you want to jeopordize this relationship by telling her you love her boyfriend? What good could possibly come from this? I believe this would just lead to a very uncomfortable if not destructive relationship with your friend. Sometimes things are better left unsaid.
ANSWER I agree with the above - you don't it would be wrong. If she is your friend then you will be happy for her and let her be happy with her boyfriend. You may just be jealous of what she has with her boyfriend which is very common among friends when one is single and you may just want what she has but trying to take her boyfriend is not the way to go about it or solve your issue. Move forward on your own and find your own boyfriend - you don't try and take someone else's. If you cannot control yourself around him it is best to keep your distance from him and see your friend when it is just you and her.
