I have a 1993 Nissan Altima, in which I had to loosen the Alternater Adjustment screws to get the old belt off. After replacing the belt, simply retighten the bolts until the belt is snug. Hope this helps.
you need to remove the radiator reservoir first. there are two screws you have to loosen on the Power Steering pump..thats it

Are there other accessories driven off the same belt? If so check them out. And you didn't mention if you replaced the belt tensioner or not. If not check that out also.

The power steering belt has an adjustment pulley. To tighten the belt on a 1994 Acura Vigor loosen the adjustment pulley and pull it up higher than tighten it.

Assuming you have power steering, you may have a loose belt or the power steering system has a leak and the power steering fluid reservoir is low or empty.
Begin by loosening the tensioner pulley. Slide the tensioner pulley to the right. The power steering belt will become loose and can be removed. Put the new power steering belt on and tighten it by sliding the tensioner pulley to the left.
The alternator will move in and out to tighten the belt and the PS pump will do the same

The power steering unit and the alternator are both driven by the serpentine belt. Loosen the tensioner pulley and the serpentine belt will become loose. Put the new serpentine belt on and tighten the tensioner pulley.
