When on 0 degree, at top dead center, both valves wil be closed. If you can not move the lifters, rotate the engine one revolution and stop on 0 degree. You should be able to move the lifters. Now find the notched gear tooth on the injector pump. One tooth has the back edge cut on the the gear. There is a mark on the injector housing, at about 2 o"clock. Turn the notched tooth to the mark and start pushing the pump into place. As the pump gears engage the timing mark on the pump will move down the distance on one tooth. Bolt pump into place and timing should be correct.
