you have to jack the car up. The pump is located near the bottom of the bottle on the passenger side somewhat under the battery. You can reach up and unplug the electrical connector that supplies power to the pump, its in between the fender and the bottle so its not the best spot to get at but it can be done fairly easy, the other connector that you can see easily is your level indicator so leave that one. Once unplugged have someone run the washer and use a meter to see if you are getting approx. 12 volts if not then something is wrong with either the switch by the dash or on the wiper motor itself. If you are getting 12 volts then you have a bad washer pump.

Assuming you mean the low windshield washer fluid indicator, by just filling the reservoir with windshield washer fluid, the light should turn off. If not, the low washer fluid sensor may be faulty.
