They come on automatically whenever you apply windshield wash mode with the wiper switch. When doing so it also sprays wash fluid on the headlights. Just be sure if you live up north, clean the snow and ice off your headlights and wiper assembly so as not to freeze them to the headlights.

Open hood, look at the back of the assembly and locate the 4 hex bolts that hold the unit in place. Remove the bolts, slide the unit away from the body, and disconnect the wiring harness. You can also access/remove the turn signal unit when the headlight assembly is removed by sliding it forward and disconnecting the wiring harness. Reverse the process to install. This reply is good for both the 1998 S70 and 1998 V70 with headlight wipers. Note that there is a tab along the bottom edge of a headlight assembly for the wiper blade to rest upon.
The 1998 Toyota headlight have two adjustment screws. There is an adjustment screw on the top and bottom of the headlight. Turn the screws to adjust the headlight.
