1)how did it lock up? if from setting for years try removing pugs and putting oil in the cyl's let set for day or two try turning over with braker bar from the bottom unlock?? A motor does not lock. If you meant the term "locked up", this means that the motor had a bearing failure, and needs a 100% rebuild.
