If you seat belt is faulty you should have it replaced. If it fails on you in an accident you may be killed.
My back passenger seat belt locked up, and wouldn't unlock. I folded the seat down, peeled back the cover to seat belt locking mechanism, and tried everything but could not get it to unlock. Finally, I gave it a small whack with my hand, and it unlocked and is now working fine.

We do not encourage anyone to temper with the security features of the seat belts. They are put there for your safety.
Press the red button at the side of the seat. You can then open the door and leave the car.
Trace the seat belt back to the point that it is anchored in with a bolt and undo the bolt (using a ratchet is the easiest way due to not having much space) then raise the seat back to the uprght locked position and the seat belt should free itself.

Have you tried to allow the belt to fully retract? The belt is designed to 'engage' the locking mechanism when fully extended -- you'll hear a 'click' when it reaches the end of it's reach. This is all so you can use the belt to secure in a child seat without using any extra clips and such. Pull the belt all the way out, hear the click, route it 'round and through the proper channels of the seat, pull it tight, and the mechanism will keep the belt tight and from losening, holding the seat secure. To release the lock, allow the belt to fully retract.
Yes, there is a module under the center console. If it is bad the seat belts will not release. hope this helps Shimmy. The seat belts require a power feed from that module to "unlock".
