To fix a problem with the rear lights for a Golf 5, you would first need to know what was causing the problem. You might need to replace the bulb or check the wiring for bare areas. The fuse could also be causing the issue.
open rear trunck lid. you will see fittings for the lights in rear light assembly. locate the fitting for the light that requires replacement. turn fitting counterclockwise and pull out. pull light bulb out of electrical socket.
if the switch lights up then check to see if the metal connectors and strips on the rear window are ok if they are then i would say the rear screen relay is broken.
I'm not sure about older models, but the current Golf offerings in the US, the Rabbit and GTI, and probably the A3 can't be ordered with rear fog lights, but they can be added as an aftermarket option. This requires replacing the headlight switch with a European model and running a wire which snaps into the existing wiring harness.

If you purchase a direct fit tow bar, it should be self explanatory as the mounting brackets should line up with the frame/rear bumper supports. Unfortunatel y with a mk4, there is a large overhang on the rear bumper, and it isn't really well suited for a towbar, so there might not be many options our there.
