Possibly a bad ground in the rear wiring harness somewhere.
if the switch lights up then check to see if the metal connectors and strips on the rear window are ok if they are then i would say the rear screen relay is broken.

I'm not sure about older models, but the current Golf offerings in the US, the Rabbit and GTI, and probably the A3 can't be ordered with rear fog lights, but they can be added as an aftermarket option. This requires replacing the headlight switch with a European model and running a wire which snaps into the existing wiring harness.
