A full service advertising company usually is under contract with the client and they do research on the product in question and see if TV advertising would do well for their clients product.

The Ad company performs the background research and trys to properly identify the products potential buyers. If that "Demographic" or makeup of people who could or would purchase that product are noted for watching TV for say 16 hours per day every day the ad company would know the best way to reach that particular demographic was by purchasing TV spots.

Of course there is one way of knowing if a products ads are doing the work they should do and are reaching their proper demographic is to request a response from the person seeing that ad. And charting purchases in specific territories after an ad had been played. to see if there were sales gains compared to when no ad was running.

But, just because an ad is ran and is seen by the proper targets does not mean that the product will increase in sales. And that is the problem with advertising. What if that ad did not influence people to buy that product the week it ran? What if the ad caused a much later reaction? Such as a car ad that a person remembered and reacted upon 6 months later.

And there is always the problem of a great AD and a terrible product. No TV ad is going to make a really terrible product sell.

Now if your asking how is it done on a one to one basis? You can watch an old TV show such as Bewitched. Darrin is pitching ad campaigns to clients based on story boards and concept drawings. There are all meant to show the client that they have great ideas on how to sell that clients products and sample TV Spots can be included in the pitch. Or story boards can also be used to draw an ad frame by frame showing the potential client what they would be getting.

Keep in mind that most ad companies are already hired by their clients and are producing ads of all types including print, radio, spot ads etc.
