The Fourteenth Amendment provides citizenship to anyone born on American soil or become a naturalized by the government. Many parts of the Constitution are vague, such as Article 1, section 8 which allows Congress to regulate the naturalization or citizenship process, but does not contain any information on Immigration.

I can not tell you exactly what the immigration laws are, but actions of the president concerning immigration must be based on immigration laws. If not, federal courts can rule them void and disallow them.
