They work by the sensor getting rain on it and if it is getting a lot on it then it will speed up the wipers and if it gets less then it will slow them down. I work in the glass auto industry and i remove and install rain sensors on many cars and trucks. The reason is most likely because the " gel pack" ( the little soft piece of clear plastic ) between the rain sensor and the windshield is dirty or damaged........my suggestion for you is to have a dealer or a local auto glass shop take a look at the sensor and/or the "gel pack"
