While the President is commander-in-chief of the armed forces, and can send them into combat without a congressional declaration of war, the War Powers Act purportedly limits this ability (though it has never actually been followed, and every President who has taken office since its enactment has claimed that the law is unconstitutional).
Also, Congress can vote to deny funding to any military action.

The Sec. of State is the principal person involved with foreign policy and any treaties have to be approved by Congress before they go into effect.
