Usually seed compost is finer and has less feeding than potting compost as seedlings cannot cope with too much feeding in the early stages.
As the plants grow a coarser grade of compost with different feeding in it is used gradually until the plant is in it's final pot.

The best medium for seed germination is the most natural one: soil. Others exist such as potting mix, compost, and more complex methods such as hydroponics. If you wish to simply germinate the seed, not grow it to full adulthood, you can simply roll it up in a damp paper towel.
