Until you get caught ... PA police are rather touchy about that issue, so I'd suggest that you move quickly on getting a new decal. (I'm a lifelong PA resident)

How long can you drive your car with an expired decal on your tag?

Depends on the State ... and the cop Decals should be changed before the last day it is supposed to expire. After that date it is illegal and you could be ticketed. In my state, the cops usually start looking for expired tags mid-month and start passing out tickets. However, I have seen some state laws that give you 1 month leeway to get renewed decals.

Once your drivers license has expired, it IS illegal to drive/operate a motor-vehicle in any state. You are borrowing your moms car the tags are expired but they have been purchased but not sent to you yet are the tags on record?

The technicalities vary from State to State, but... Generally, until the valid, current tags are physically attached to the vehicle, it is illegal to drive the vehicle. Put another way, the tags are generally not considered valid (even if they're paid in full) until they are actually put on the vehicle itself.

What should you do if the carlot sold you a car with expired inspection sticker?

If you bought a car with expired inspection for the state you live in, take it back to the lot immediately. It is illegal for them to sell a vehicle with expired inspection that is for road use. They will have to have it inspected, probably at your cost.

Can a homeowners association tow a vehicle with expired tabs if Mn statue states tabs expired LESS than 90 days is prohibited from being towed?

If the Minnesota statute prohibits towing vehicles with expired tabs less than 90 days, then the homeowners association would not be legally allowed to tow a vehicle with expired tabs within that time frame. They would need to wait until the tabs have been expired for 90 days or longer before towing the vehicle.
