It was never built by anyone but established over a number of years by people who wanted to trade.Actually, the Silk Road was built by Emperor Wudi of the Han Dynasty, of course, i wouldn't really say he built it, more like "opened it officially".
The silk road disappeared because the Northern European powers of England, Holland, and France, developed ships that could sail against the wind. These ships could carry much more cargo and at a higher speed than the Arab camels of the silk road. As a result, the silk road fell into disuse. The road is still used by local people but is no longer used as a long distance route.
The Silk Road was a very long and dangerous trading route from the far east to the Mediterranean. It should properly be called Silk Roads (plural) as there were at least three main routes. The land routs split in two around the Taklamakan desert before rejoining in Persia. It then went on to the Mediterranean cities of Tyre and Palmyra.
