All states and locales may have varying laws on this but as a general rule, the jurisdictions I am aware of require that accidents causing over $100. in damages be reported within 24 hours of their occurrence, or of their being found. Yours may vary - check with local law enforcement.
The Philippine Criminal justice System comprises five pillars, namely: police, prosecution, court, corrections and community. But in other countries it has only 4, like US. What they don't include is the prosecution. The responsibility of prosecution is absorbed by the police. So, the process itself is fast because if the police after analyzing the complaints and if they find that there is a probable cause then it will elevated now to the court for the hearing of the case, unlike in the Philippines it will go a long process. So that's the disadvantage of it.
There is no statute of limitations on Murder.Added: If you have knowledge of a grave offense such as this and delay, or fail, in, reporting it, you could be charged with a criminal offense yourself.
You have 10 days to file a police report
You can file a report without living in the State. Call the police station and tell them you need to file a report.
Is given civil and criminal immunity from prosecution as long as the reporter acted in good faith.
Individuals do not and cannot file criminal charges. Only a state or federal prosecutor can file charges. However you can make report to police about the alleged criminal act. The sooner the better, the longer you take to report it the more difficult the investigation becomes, and the more doubt is actually cast on you as to why you held off reporting it for so long.
you can not leave the scene of a accident

The DA needs to forcefully remind the Sheriff's Office by failing to forward the offense report they are hindering the prosecution and jeapardizing of the defendant's constitutional right to a 'speedy trial.' Perhaps the Sheriff is still investigating the reported offense. Why don't you call the SO and ask?
The question is VERY unclear. As far as a warrant is concenred - in order for a warrant to be applied for, FIRST a report of a criminal offense must be made to the police.
24 hours I think
as long as it takes for you to write your statement
