well from what I understand it isn't guaranteed to fall off but I had two unpaid tickets from 2007 drop off my dmv record this year (2012) so i'm assuming its 5 years in California. but even though they are no longer holding my license I still owe the money to the court
Very simple. When you go to Kansas and try to change your license, they'll tell you that your license is suspended and it won't be reinstated until you pay the ticket in California. What's bad is that if you get pull over and this ticket pops up on the cop's screen, you will be arrested.

Absolutely. You have one drivers license. The ticket is tied to this drivers license number and therefore will go on your driving record no matter what state the license is from. It will definitely show up on your record.
You will not get points, however, it will be on your record for some period of time. Make sure you pay the ticket, because you will get your license suspended if you don't.
Your only recourse may be to attend Traffic School in California. Doubt seriously that California will let you do that school in Arizona.
You don't. All criminal activity (including traffic violations) are permanently part of your record. Even if you are found not guilty, the charge is part of your drivers license record.
