In 2011, there is one seat in the House of Representatives allocated for the District of Columbia, which belongs to the federal government (is not a state). The Representative is a non-voting member and not counted as one of the total 435 seats.
There are also five delegates from the US territories of Guam, Puerto Rico, Northern Mariana Islands, US Virgin Islands and American Samoa who hold non-voting seats.
Depending on your definition of "member," the total would be either one or six.
