It would also depend on how cold is cold, 35 degrees F below freezing or 35 degrees F above freezing.
I would guess that the thermostat is not opening at the proper temperature. Once it does open proper circulation brings it down to the correct operating temperature. I think it should be replaced.

The thermostat controls operating temperature. This occurs at a preset temperature (typically 195 degrees F. or so), which is usually stamped on the thermostat itself. The thermostat should be fully open about 20 degrees F. above the rated temperature. So your operating temperature is about right. Running without a thermostat, will cause the engine to not reach full operating temperature. The engine will not perform to peak efficiency at below normal operating temperature. Normally that is around 220-230 Degrees. Your engine is computer controlled and the computer bases fuel/air mixture and timing on the engine temperature. Install the correct thermostat.

The thermostat allows the engine to reach optimum operating temperature very quickly which is a good thing. Without a thermostat the engine will take much too long to reach this temperature and in fact it may never reach it's correct operating temperature. Engines run poorly when cold. Once the engine reaches its operating temperature (generally about 200 degrees F, 95 degrees C), the thermostat opens. By letting the engine warm up as quickly as possible, the thermostat reduces engine wear, deposits and emissions. The engine will get better mileage and last much longer. Install the correct thermostat and forget about leaving it out. There is no good reason to run an engine without a thermostat.

I would suspect a slow reacting thermostat, or one that is not correct for your vehicle. The thermostat opens and closes to allow the hot coolant from the engine exchange with the cooler fluid in the radiator. When the thermostat sticks or reacts too slowly the temperature of the engine will rise above normal, then drop suddenly as the thermostat opens, then the temperature may dip farther down than normal as too much colder fluid is exchanged than is needed to maintain operating temp.
