In order to fix a power steering hose in an 1989 Honda Accord you'll need to locate the hose, drain a pan under the pressure, unbolt the broken hose using a flare nut wrench and install new hose.

As far as I know, the belt is used only for the power steering.
The power steering pump is located just above the alternator on the drivers side of the car. An easy way to locate it on a 1991 Honda Accord is to first locate the dipstick for your oil, then directly next to it is a pulley, this pully is mounted on youyr power steering pump, and is your power steering pump pulley.

Honda have there own power streering fluid. Just go into any part store and ask if it does not say Honda don't use it
you have a bad power steering pump get a new one
