The Iran-Iraq War 1980-1988, was fought primarily for control of the Persian Gulf. US Naval Forces were present there, to mediate the area; the USS Stark (FRIGATE) was struck by an Iraqi missile and nearly sank. Later the USS Vincennes shot down a Iraqi/Iranian civilian airliner by accident.
The Persians wanted a peaceful world, and their aim was to put an end to the incessant fighting between the Greek cities which spilled over into the Persian empire's Greek cities. So perhaps Greece would have been spared the endliss ongoing wars which ravaged it if a Persian peace had been imposed. Of course the Greek cities which banded together to repel the Persians wouldn't see it that way. From a purely military perspective, the Persian army was also much larger and much more formidable than any Greek force that could be assembled to meet them. Surrendering in advance of the conflict would have prevented all of the possibly pointless loss of life from opposing the Persians.
The Iraqi invasion of Kuwait in 1990 prompted the Gulf War, but this event was made possible by the end of the Cold War in 1989. It depends on the war, but the most famous case of Iraq bombing Israel was in 1991 during the Persian Gulf War of 1990-1991. The idea was to goad Israel into joining the United Nations coalition attacking Iraq. While this might sound counter-intuitive since this would give Iraq another enemy, the entrance of Israel into the war would alienate the Arab members of the coalition. Saudi Arabia, whence many of the attacks on Iraq came, publicly made clear that it would withdraw support for the war if Israel joined. The loss of Saudi Arabia as a US ally in the Persian Gulf War would be more devastating than the gain of Israel. Israel did not join the war at the US's urging as much as it wanted to for this reason.

US Forces monitored the Persian Gulf during the Iran-Iraq War 1980-1989. And this was because fighting threatened to spill over into the Persian Gulf through which the US and other countries received the majority of their oil. In 1990, the threat was much greater; that Iraq might next invade Saudi Arabia and take control of the Persian Gulf. It would have placed the oil-consuming countries at their mercy, and it instantly became a UN crisis for that reason.

Not too much, Saddam Hussain got the better of Iran during that long (1980-1988) war in the Persian Gulf, but other wise little to none in territory was gained, both sides re-grouped and still exist today (except for Saddam of course, he departed his office in 2003).
