Check your local ads, I hear on the radio all the time that places like Just Brakes will put all new pads and shoes on any car for $99. I have never paid more that $25 for a set of pads before so the cheapest is to do it yourself, Dealers have high overhead and usually charge $85 and up for labor per hour.
The dealer most likely didn't check the brakes. If you don't have a warranty that covers brakes, you will be paying for them.

The dealer will know how to access the codes for the brakes. When that is fixed it should not lock up then.
