Start by figuring out exactly what's wrong with it. It could be as simple as greasing the linkage, or something which requires replacing part of the steering column - as is, we have no way of knowing which one is the case.
We will need to know what is wrong with it before anyone can answer that. Probably no way of knowing the answer until it is diagnosed.

If you have tilt steering, there should be a switch or little pull lever on the left side of the steering wheel, but i havent had a tilt in any of my Paseo's xP
