A 1989 Honda Civic did not make use of a transmission fluid dipstick. Instead there are two bolts available. A filler bolt and a drain bolt.

If it's automatic, through the dipstick hole & if it's manual, special bolt on transmission. (close to the drive shaft)

On level ground, remove the filler bolt. Carefully feel inside (or if you can get a good look with a light), the appropriate level is to have the fluid right at the edge of the bolt hole.

Where the cable hooks on to the transmission there should be a little screw what adjusts the cable.

If you clutch is working fine then try to change the gear fluid in the transmission. My Isuzu shifted hard to and the fluid changed helped alot
