It is easier to handle the tank with no gas as gas weighs about 7-1/2 pounds per gallon. Take the tank off and then the strap just connects to the frame and then remove the tank unit.

first you need to find out if its the gauge or sending unit in the tank ,the wireing ext....inspect the wiring for breaks ,check the sending unit (see factory repair manual ) check dash gauge (see also factory repair manual)sometimes the float on the sending unit will get a hole in it and sink the sending unit ...then the gauge will read out as empty

There can be several reasons. Bad grounding is one, make sure the tail light unit is properly fastened to the body carrying the plus current. Broken bulbs are a possibility, replace them.
