The following is my opinion: As a numismatic collectible coin it has no value, but as a historical item it may have some, especially if the date is stamped on the coin 11 days before the event of 9-11-2001 and the coin is a 2001 Lincoln cent. As to value, likely not much unless you find someone that wants it.
No because Ms. Phipps had racehorses before Penny Tweedy.

Your off-center error cent will be worth $2 to $10, depending on how much off-center it is and how nice of condition it's in.

The worth of a triple stamped penny will vary depending upon its circulation and overall condition. It can be worth anywhere from $1.00 to thousands of dollars.
I have a 1980 penny with Martin Luther King Jr.s head stamped on it next to Lincoln's head and I have a co-worker who collects coins who says it is not worth anymore than a penny because it was not stamped at the mint. It is stamped not rsised as part of the coin.
This type of minting error is called 'Off Center'. the coins with nearly all the impression missing are worth more, but those with those with date and mint mark are worth the most. Average worth of a wheat penny with off center error is $3.50.
A new penny blank planchet is worth $1.50.
