Every ten years, after the United States census, the House of Representatives is reapportioned in order to provide proportional representation to the states. States can gain, lose, or maintain their representatives.
In order to cope with the new numbers, states must redistrict by drawing new congressional districts in order to cope and evenly distribute the representation.
