It is not generally replaced under most "normal" service practices for new millennium vehicles unless that hydraulic system is opened. If uncertain for your particular vehicle check the manufacturer's maintenance "requirements" for the vehicle model and year on line.
pull dipstick out about 5-6", then hold fluid bottle against the stick and SLOWLY pour. it will run down the stick.

The noise is caused when your power steering pump tries to pump fluid that is not there. This indicates that you probably have a leak somewhere in your power steering fluid lines. Replace the power steering pump located just right of the windshield washer fluid reservior in the left front corner of the engine compartment. Add power steering fluid and replace serpentine belt. (Belt part #: 425K4)

You need to replace the power steering pump. If it is leaking, it is going out.
