The US Constitution says we need one every ten years. And population numbers matter. The amount of congress people depend on the number of people living in that state. So Florida will be getting more after the next census and probably Michigan will have less.

In the UK and USA it happens every 10 years, but for the USA the next census is 2020, 2030 etc and for the UK it is 2011, 2021 etc.
