The answer depends upon the marriage laws of the jurisdiction in which you will be married. In most U.S. states, two persons can marry at the age of 18, but it is possible to marry at an earlier age with parental consent.
The minimum age for marriage is the same whether the parties are both citizens or not. The fact that one is a citizen of Mexico does not change the minimum age.
I'm sorry, but I don't pretend to know what the marriage laws of Mexico are, if you are intending to marry in Mexico.

HE CAN ONLY KEEP THIS IF YOU REMAIN MARRIED FOR A CERTAIN AMOUNT OF YEARS. IF HE WISHES TO BECOME A CITIZEN, HE MUST TAKE THE TEST AND PASS. I married an illegal Mexican immigrant and I was told by an immigration officer that he can be deported until we have been approved for a visa number, but that some immigration officers will be lenient if the immigrant has papers with him showing that the process is underway.
