I know on my vortec engine the valve cover bolts are in the center of the cover and there is only 4, my racecar has vortec heads and my truck has standard stock heads with four bolts on thew corners
Odd that I would come across your question since ironically i just finished replacing my rocker arms :D The answer is tighten the bolts to 17-22 ft lb

The 1984 258 cubic inch engine rocker arm bolt torque specification is 30 pounds. You should torque the rocker arm bolts in 15 pound intervals.
Are we talking about a 1997 - 3.1L OHV engine here? If so, it's a two step operation. First step is tighten the bolts to 89 in-lbs Second step is rotate the bolts an additional 30-degrees. Make sure that as you're tightening the bolts that the pushrods are sitting properly in the rocker arms and that the tabs on the bottom of the rocker arm pedestals are seating properly in the grooves milled in the head.
With the valve fully closed and the lifter fully at the down position, tighten the adjusting nut until there is no up and down travel in the push rod. Then tighten the adjusting nut 1/4 turn. This is only if you have hydraulic lifters. Tighten the rocker studs to 50 ft/lb of torque. These are the bolts holding the rocker assembly in place.
There is no torque sequence just torque rocker arm studs to the proper torque
350's use rocker studs instead of bolts, and they are mounted to the heads.

the fastest way to tell is if the center intake bolts are not there.the vortec heads that everyone wants for performance have no center intake bolts.
