I just changed the buckle on my 98 Ranger with a 60-40 seat. I had to unbolt the seat (4 bolts), tilt the seat back, unbolt the old buckle and put the new one on. It took maybe 10 to 15 minutes all together. My local Ford dealer wanted to charge me $147 for labor to install it! $147 for 10 minutes of work! I should have been a mechanic.

Open the tailgate and remove the retaining bolts from the side of the lamp housing (tail light assembly). Take the assembly out of the fender. Rotate the bulb socket to align the lugs and take the socket out of the housing. To remove the bulb from the socket, carefully pry the retaining clip and pull the bulb out. Installation is the reverse. - Haynes Repair Manual #36071, 1993-2005 Ford Ranger Pick-ups.

With some belts there are clips in the reverse side, which you can use to change the buckle. What do you do if the belt you want doesn't have clips? Well I cut the stitiching or remove the rivets, depending on which the belt has, then replace the buckle and refasten it with safety pins, or if you have a thinner belt you may prefer to staple it. Hope this helps.
