Remove the drum and then get someone to press the e-break and see if the shoes move at all. If not your cable might be snaped inside the plastic sleeve,if that's the case pitch it and get a new one.But becareful some cars have two cables on from the pedel or hand controll then they link to the cable so disconect the one from where they link and press the e-brake and see if cable moves in and out at the end of the cable.Good luck

Check brake fluid level in master cylinder Check to make sure brake is fully released Check to see that switch on emergency brake is properly aligned
first check your brake fluid it may be low then check the switch at the emergency brake lever it may be stuck
check brake fluid in master cyclinder,make sure it is not low.also check emergency brake for being say 1/2 on or the emergency brake switch itself for out of adjustment.

Check the brake fluid level, as on many vehicles the "emergency brake" (in the UK, Hand-brake) warning light also acts as a warning light for low brake-fluid.
I'm thinking about what you said, and I release probably you don't have emergency brake on, it could be something broken on the rear brake hardware, So you have to pull your tires off and check the brake springs and check emergency brake cables under the truck,
Check your brake fluid, probably low.
Check Brake fluid level in master cylinder and make sure Emergency brake is fully released

Check brake fluid level Check to see that emergency brake is fully released
Check your break fluid, it might be running low
Check if emergency brake is fully disengaged.
